14 กุมภาพันธ์ วันมหาวิทยาลัยราชภัฏ

วันที่ 14 กุมภาพันธ์ ของทุกปี นอกจากจะเป็นวันแห่งความรักแล้ว ยังถือเป็นวันสำคัญของประวัติศาสตร์การศึกษาไทย และของชาวราชภัฏทั่วประเทศอีกด้วยอีกด้วย นั่นคือวันที่  14   กุมภาพันธ์   2535   พระบาทสมเด็จพระบรมชนกาธิเบศร มหาภูมิพลอดุลยเดชมหาราช บรมนาถบพิตร รัชกาลที่ 9 ได้พระราชทานนาม  “สถาบันราชภัฏ”  แทน “วิทยาลัยครู” 

ทั้งนี้ เนื่องมาจากวิทยาลัยครูทั่วประเทศ ซึ่งปฏิบัติภารกิจภายใต้พระราชบัญญัติวิทยาลัยครู พ.ศ. 2518 ที่มีสาระสำคัญคือยกฐานะวิทยาลัยครูให้ผลิตครูได้ถึงชั้นปริญญา และ พรบ.วิทยาลัยครู  ฉบับที่ 2 พ.ศ.2527 ที่มีสาระสำคัญคือกำหนดบทบาทให้วิทยาลัยครูจัดการศึกษาเพื่อตอบสนองท้องถิ่น  ทำให้วิทยาลัยครูทั้ง 36 แห่งได้มีการพัฒนารุดหน้าไปทุกๆด้าน จากเดิมที่เป็นเพียงการผลิตครูในระดับประกาศนียบัตร ก็ได้พัฒนาตนเองจนถึงขั้นผลิตครูระดับปริญญาบัณฑิต อันเป็นบุคคลระดับมันสมองของประเทศ แต่การพัฒนาก็มิได้หยุดยั้งเพียงเท่านั้น ระยะต่อมาได้พัฒนาถึงขั้นผลิตบัณฑิตสาขาวิชาต่างๆ ทั้งศิลปศาสตร์ และวิทยาศาสตร์ได้เป็นผลสำเร็จ แต่ความเข้าใจที่คลาดเคลื่อนและค่านิยมที่ไม่ถูกต้องของสังคม สร้างปัญหาวิกฤตที่ไม่สามารถแก้ไขได้ตามลำพังให้เกิดขึ้นแก่วิทยาลัยครู  ด้วยคนทั่วไปยังคงยึดติดว่าวิทยาลัยครูผลิตบัณฑิตเฉพาะสายครูเท่านั้น และเข้าใจผิดว่าบัณฑิตจากวิทยาลัยครูจะต้องประกอบวิชาชีพครูเพียงอย่างเดียว จุดนี้เองทำให้ผู้ที่จบการศึกษาในสายวิทยาศาสตรบัณฑิต (วท.บ.) และศิลปศาสตรบัณฑิต (ศศ.บ.) ขาดโอกาสในการได้งานทำ ก่อให้เกิดความรู้สึกอัปยศ น้อยเนื้อต่ำใจ ทั้งนี้ปัญหาทั้งหลายที่เกิดขึ้นเป็นเพราะความเข้าใจที่ผิดพลาดคลาดเคลื่อนของสังคมโดยแท้

กรมการฝึกหัดครู พยายามอย่างยิ่งที่จะหาแนวทางแก้ไขปัญหานี้ เริ่มจากแนวคิดที่จะแก้ไขพรบ.วิทยาลัยครูทั้งสองฉบับ ในสอดคล้องกับสภาพจริงของวิทยาลัยครูในสมัยนั้น รวมถึงชื่อ “วิทยาลัยครู” ที่เป็นส่วนสำคัญของปัญหา ก็ได้ถูกหยิบยกขึ้นมาพิจารณาหลายครั้ง แต่ก็ประสบปัญหาครั้งแล้วครั้งเล่า หลายฝ่ายมองเห็นว่าเป็นทางตัน และเริ่มรู้สึกท้อแท้ หมดกำลังใจ กรมการฝึกหัดครูเล็งเห็นปัญหาที่เกิดขึ้น จึงได้ดำริที่จะขอพระบารมีเป็นที่พึ่ง โดยขอพระราชทานนามใหม่แก่วิทยาลัยครู และเพื่อให้ได้ชื่อที่เหมาะสม จึงได้ระดมสมองคิดหาชื่อใหม่ที่ดีที่สุดส่งขึ้นไปเพื่อขอพระราชทานทูลเกล้าฯ ถวาย เพื่อขอให้ทรงมีพระบรมราชวินิจฉัยโปรดเกล้าฯ พระราชทานเป็นนามใหม่ของวิทยาลัยครูต่อไป

การสรรหาชื่อใหม่เป็นไปอย่างคึกคัก ในที่สุดคำว่า  “สถาบันราชพัฒนา”  เป็นคำที่ถูกใจคณะกรรมการมากที่สุด กรมการฝึกหัดครูจึงได้ทำหนังสือถึงสำนักราชเลขาธิการ เพื่อขอให้นำความขึ้นกราบบังคมทูลให้ทรงทราบถึงปัญหาความเดือดร้อนของวิทยาลัยครู และขอพระราชทานนามใหม่ว่า สถาบันราชพัฒนา หรือชื่ออื่นใดสุดแล้วแต่จะทรงพระกรุณาโปรดเกล้าฯ พระราชทาน ในที่สุด โดยที่มิได้คาดคิดมาก่อน ได้ทรงพระกรุณาโปรดเกล้าฯ พระราชทานนาม “สถาบันราชภัฏ”  แก่วิทยาลัยครูทั่วประเทศ เมื่อวันที่ 14 กุมภาพันธ์ 2535 นับเป็นสิริมงคลอย่างยิ่ง

“ราชภัฏ”  เป็นคำที่มิมีผู้ใดคาดคิดมาก่อนว่าจะเป็นนามพระราชทาน  เป็นคำศัพท์ที่ทรงใช้พระบรมราชวินิจฉัยและทรงสรรหาด้วยพระองค์เอง แสดงให้เห็นว่าทรงสนพระราชหฤทัยในกิจการของวิทยาลัยครูอย่างแท้จริง นับเป็นพระมหากรุณาธิคุณล้นพ้นหาที่สุดมิได้ “ราชภัฏ” เป็นศัพท์โบราณ มีความหมายตามพจนานุกรมว่า ข้าราชการ โดยนัยหมายถึงปราชญ์ของพระราชา เพราะผู้ที่จะสามารถรับใช้เบื้องพระยุคลบาท จะต้องเป็นผู้รอบรู้ มีสติปัญญาเฉียบแหลม นับได้ว่า “ราชภัฏ” นี้เป็นคำสูงส่ง เป็นเครื่องเตือนใจให้ระลึกถึงพระมหากรุณาธิคุณ ซึ่งชาวมหาวิทยาลัยราชภัฏ ในฐานะสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่น สมควรจะเทิดไว้เหนือเกล้าและจงรักภักดีด้วยการตั้งปณิธานที่จะประพฤติ และปฏิบัติหน้าที่เจริญรอยตามเบื้องพระยุคลบาท สืบไป

February 14th: Rajabhat University Day

February 14th of every year, in addition to being Valentine's Day, is also an important day in the history of Thai education and for Rajabhat universities nationwide. On February 14th, 1992, His Majesty King Bhumibol Adulyadej, Rama IX, bestowed the name "Rajabhat Institute" to replace "Teacher Training College."

This was due to the fact that teacher training colleges nationwide, operating under the Teacher Training College Act of 1975, which essentially elevated the status of teacher training colleges to produce teachers up to the degree level, and the Teacher Training College Act No. 2 of 1984, which defined the role of teacher training colleges in providing education to meet local needs, led to the development of all 36 teacher training colleges. From initially producing teachers at the certificate level, they have progressed to producing bachelor's degree teachers, who are the country's intellectual elite. However, development did not stop there. Later, they expanded to the point of producing graduates across various fields, both arts and sciences. 

However, societal misconceptions and flawed values created a crisis that teacher training colleges could not resolve on their own. The general public still believed that teacher training colleges produced only graduates for teaching and mistakenly assumed that graduates were solely committed to the teaching profession. This, in turn, deprived graduates with Bachelor of Science (B.Sc.) and Bachelor of Arts (B.A.) degrees of employment opportunities, leading to feelings of shame and inferiority. All these problems stemmed from these societal misunderstandings and inaccuracies.

The Department of Teacher Training made significant efforts to address this problem, beginning with  amending both Teacher Training College Acts to reflect the actual conditions of teacher training colleges at the time. The name "Teacher Training College," a key part of the problem, was raised several times but repeatedly encountered obstacles. Many parties saw it as a dead end and became discouraged. The Department of Teacher Training recognized the problem and therefore sought royal patronage, requesting a new, more appropriate name for the teacher training colleges. Therefore, a brainstorming session was held to identify the best new name to submit to His Majesty the King for his royal consideration and approval for the teacher training colleges.

The search for a new name was lively. Ultimately, the name "Rajabhatthana Institute" was the committee's preferred choice. The Department of Teacher Training then wrote to the Office of the Royal Secretariat requesting that the matter be brought to His Majesty's attention to inform him of the difficulties faced by the teacher training colleges and to request a new name, either "Rajabhatthana Institute" or any other name that His Majesty graciously approved. Finally, unexpectedly, His Majesty graciously granted the name "Rajabhat Institute" to all teacher training colleges nationwide on February 14, 1992. This was a most auspicious occasion.

"Rajabhat" is a name no one expected to be royal. It is a term that His Majesty personally considered and selected, demonstrating his genuine interest in the affairs of the teacher training colleges. It is an immeasurable act of royal grace. "Rajabhat" is an ancient word. The dictionary defines "Rajabhat" as a "civil servant," implying the king's wisdom. Those capable of serving His Majesty must be knowledgeable and possess a sharp intellect. "Rajabhat" is a highly esteemed term, a reminder of His Majesty's benevolence. The Rajabhat University community, as institutions of higher education for local development, should cherish this and demonstrate unwavering loyalty by pledging to conduct themselves and perform their duties in accordance with His Majesty's example.
